Carla is an EU Direct Tax Law Associate at the IBFD, in Amsterdam, and she was a guest lecturer in International Tax Law at NOVA School of Law.

She graduated from the Advanced LLM in International Tax Law from the University of Amsterdam and IBFD and was awarded with the IBFD European Taxation Journal Prize. 

Holds a masters in Business Law and a postgraduate degree in Corporate Tax Law from Coimbra University. In Timor-Leste, she was a guest lecturer at the National University and legal advisor for the Government.
