Having a Ph.D. in Tax Law, granted by the Faculty of Law of Lisbon University, Pedro Costa Monteiro is a University Professor and a specialist in the European Value Added Tax (EU-VAT),  currently working as a legal advisor  for the Portuguese Tax Administration. 

In his public officer capacity he represents the Portuguese Tax Administration in several international bodies, such as the European Council (“Consilium”), the Organization for Economic Co-operation and Development (OECD) and the Intra–European Organization of Tax Administrations (IOTA).
